Preferential Policies for Investment of Taian
Hi-tech Industrial Development Zone
Ⅰ.Financial Support Policies
(1) Newly set-up productive enterprises with an operation term of over 10yrs will be financially supported with 40% from the local retained portion of yncome tax in the first 5yrs, Such enterprises that are verified hi-tech enterprises above the provincial level within the first 3yrs of starting business will be financially supported with 60% from the local retained portion of V.A.T.,and with 60%from the local retained portion of income tax in the first 5yrs of starting business. These above preferential polieies are not enjoyed repeatedly.
(2) Newly set-up enterprises engaging in commerce, construction,services,entertainment,financial insurance, telecommunications, culture and sports with an operation term of over 10yrs and with registered capital of RMB 500,000 will be financially supported with 50% from the local retained portion of income tax in the first 5yrs.
(3) Newly set-up enterprises engaging in industrial standard workshops with an operation term of over 10yrs by means of sale or lease,will be financially supported with 20%from the loeal retained portion of business tax in the first 5yrs,and with 40%from the local retained portion of income tax in the first 5yrs.
(4) Newly set-up real estate enterprises with an operation term of over 10yrs will be finaneially supported with 10%from the local retained portion of business tax in the first 3yrs,and with 30%from the local retained portion of income tax in the first 5yrs.
(5) Hi-tech projects with a leading position at home and abroad which need to raie money for contruction will gain priority in applying for venture investment funds,enterprises development funds and incubation funds established by the Administrative Committee of the Hi-tech Zone.Inaddition,these projects could enjoy 3yrs of financial deductions on interest payments for external loans and guarantee services,but the usage of funds is not allowed to change.
Ⅱ.Preferential Policies for Land
(6) For Hi-tech projects and industrial projects invested in by World 500 Top Enterprises or foreign productive projects with investment amounts over US$20million,land prices will be negotiated on a case by case basis.
(7) For productive projects with foreign investment amounts over US$10million or over RMB 50million invested in by Domestic 500 Top Enterprises,land prices will be charged at the rate of 50% of the assessed price.
(8) For hi-tech enterprises above the provincial level and for productive projects invested in by listed stock companies or with investment amounts over RMB 50million,land prices will be charged at the rate of 55%of the assessed price.
(9) For productive projects with investment amounts over RMB 30million,land prices will be charged at the rate of 70% of the assessed price.
(10) For projects engaging in industrial standard workshops,land prices will be charged at the rate of 70%of the assessed price,for real estate projects,land will be auctioned to obtain the assessed price,but the lowest land price charged should not be less than 90%of the assessed price.
(11) For non-productive projects engaging in commerce trade,tour,entertainment and hotel sectors,land prices will be charged at the rate of 80%of the assessed price.
(12)The Administrative Committee of the Hi-tech Zone will give more preferential land price to projects which accelerate the development of the economy or are invested in by large group companies.
Ⅲ.Reward Polices for Funds Introduced
(13)Persons who introduce projects excluding real estate projects and non-taxation projects for construction in the zone will be rewarded by 1% of the amount of fixed assets in annual actual arrived funds.Persons who introdrce hi-tech projects,foreign-funds puojects and projects accclerating cconomy greatly will be reward by 1.5%.In addition to such commission paid by the Administrative Committee to an introducer of projccts,such introducer.shall also be entitled to any further reward,which may be negotiated directly with the beneficiary of the introduction.
(14)Persons who introduce monetary funds with an annual interest rate less than 5%,or areater than 5%but less than 7%,or greater than 7%but less than 9%,will be given a lump-sum rewards in the amount of 2%,1%and 0.5%of arrived funds respectively.The organization that holds the funds will supply the rewards.
(15)Persons who introduce leading product projects from World or DOMESTIC 500 Top Enterprises or projects with foreign investment amounts over US$10million or industrial products with total investment amounts over RMB 100million,will be rewarded a villa by the Adminitrative Committee.
The above-introduced funds should be invested for a minimum period of 1yr.And there is no occupation limit for the rewarded persons.
Ⅳ.Reward Policies for Talented Persons
(16)With scientific research achievements or projects,any academician of China's Natural Sciences Academy or Social Sciences Academy who establishes hi-tech enterprise above the provincial leves with fixed assets of over RMB 5million or annual tax revenue over RMB 1million will be supplied with a house of at least 150m2 free of charge.Furthermore,if his enterprise is operated for over 5yrs and gains obvious economic profits,he will also be entitled to such a house free of charge.
(17)Professional technicians above the provincial level and other talented persons with patents and inventions who establish projects which get above the first-class award of Municipal Science & Technology Progress and have demonstrated significant success in the implementation and industrialization of fixed assets over RMB 5million or annual tax revenue over RMB 1milion,will also be entitled to such a house free of charge and also could get Taian Urban household.
(18)Persons with Master's degree and invention patents who establish hi-tech enterprises in the zone,whose spouses and dependant children could get help to tranfer job and live in Taian with them permanently,With Doctor's degree,the one's close relatives could get help to transfer jobs and live in Taian permanently.
Ⅴ.Supplementary Articles:
(19)Problems that are not mentioned in above policies will be negotiated on a case by case basis.
(20)The Administrative Committee shall be responsible for explaining the above-mentioned policies.
(21)The polices come into force upon publication.If any conflict shall arise between the policies and any former policies,or if there is any inconsistency between them,the new policies shall take precedence.
