Baotou is located in the west of the
Inner Mongolia Autonomous Region, where it is adjacent to
the Republic of Mongolia in the north, facing the Yellow River
in the south, connecting the thousands miles of Tumochuan
plain and Hetao plain from east to west with the Yinshan Mountain
ranging across it. Covering a total area of near 30,000 square
kilometers, Baotou governs 9 banners, counties and districts,
where the people of 37 national races are dwelling, the population
of the city is 2.3 million, of which 1,58 million urban people.
In the Baotou area, with its history
and culture of long standing and well established as a stream
runs a long course from a remote source. There are many scenic
spots and historic sites, such as Ashan Ruins, the Qin Great
Wall , Zhao Great Wall, the old Wudangzhao Temple, the famous
Meidai Temple. In addition to the quite some tourist and scenic
zones, such as the Xilamuren Grassland and JiuFeng Mountain
Natural Protection Zones. Baotou has the advantages of plenty
of the natural resources, which is famous for rare earth in
Baiyuebo. The reserves of rare earth covers more than 75%
of the proved reserves in the world. There are over 50 kinds
of metal and non-metal, including iron, gold and copper and
so on. The reserves of coal reach 230 billion tons and the
reserves of reach 500 billion cubic metre in Baotou and surrounding
areas. It is the important energy and strategic base of carrying
out the plan with transporting the gas from the west to the
east.
China has been reformed and opened to
the world since twenty years ago. Great changes have taken
place and achieved a lot in economic construction and all
other kinds fields in Baotou. In the past, such a small border
town with a population of less than120 thousand has become
one of the biggest industrial cities in the minority area
of China, developing industrial system taking metallurgy,
machinery, textile, chemical industry, rare earth as main
industries. It is called "Steel City Outside the Great
Wall" and "Rare Earth City".

Baotou Demonstration Zone of
Living Environmental Industry( Aluminium) is located in the
east of Donghe District in Baotou, Inner Mongolia. To its
north is the Mount Daqing. To its south is the Yellow River.
It is about 10 km away from Donghe District. Its total area
is 19.8 square kilometres. It is divided into three parts
: center zone, developing zone and the zone containing neighbourhood.
The railway from Baotou to Lanzhou and a highway around the
city in the south go through this zone. There is a freeway
between Huhehaote and Baotou in the north. 110 and 210 state
highway meet at this point. It is 12 km from Baotou airport.
It has a convinent location.
Baotou Demonstration Zone of
Living Environmetnal Industry (Aluminium) is the third stage
industrial zone after economic technology developing zone
and high technology industrial developing zone. It is directed
by the circulating economy and the theory of ecological industry,
making the combining management of aluminium and power the
center. Aluminium is the first and the power station is the
base. It mainly develops power industry, electrolysis aluminium,
the further process of aluminium, Al alloys casting, high
technology of rare earth, building materials and the other
related industries. Its aim is to reduce the wastes and try
to use the waste materials produced by one factory or an enterprise
as the main raw materials of another factory or an enterprise.
By recirculating, reusing and making production clean, to
reach the goal without giving out poisonous gas, waste water
and so on. It is the most significant for us to protect environment
and nature.
There are many enterpries like
Electrolysis Aluminium, further process of aluminium, productions
of carbon products and alloys of Al-Re settled here, basically
become industrial ecological net, taking Aluminium the first.
Other industries: building, transportation and electronic
message technology have certain potencial. It strongly supports
the development of the leading industries in the zone.
In the future, Baotou Demonstration
Zone of Living Environmental Industry will depend on the advantages
of Baotou Aluminium Group to make it become the ecological
industrial zone of highly-energy consumption; high technology,
less pollution, beautiful environment, good structure, excellent

biggest Al alloy industrial base in Asia. It will provide

Baotou Aluminium (Group) Co.Ltd
( It is shortened as "Baotou Aluminium Group") is
a first -class large enterprise in China. It is one of the
500 largest industrial enterprises and 10 aluminium smelting
enterprises in the COUNTRY. It's also one of the 520 State-owned
enterprises mainly supported by the state. 20 major big enterprise
group. It is one of the 100 best enterprises, which produce
and sell of itself and profit by export. It gained "Model
Unit of National Equipment Management", " Model
Collective of National Energy Management", National Quality
Benefit Enterprise", "May Day Labour Medal".
There are 8619 employees in Baotou
Aluminium Grouup. It covers an area of 4.490,000 square meters,
its total assets is 2.157 million RMB yuan. It ahs a annual
production capacity of 215.000 tons raw aluminium and 63.000
tons carbon products, Aluminium Profiles 3000 tons. There
are four producing lines in Baotou Aluminium Group now, and
other facilities of carbon, power supply, motive power, and
repairing workshop.
In recent years, Baotou Aluminium
Group adjust the product construction , develop new products.
It has processed its intellectual right. It has more leading
products with strong competitive capacity of A 356 alloys
reaches 120,000 tons, Electric Wire Rod of Al-Re Alloy 36,000
tons, It has the largest production capacity, the best quality,
the largest market. The major products of Baotou Aluminium
Group include "BTL brand aluminium ingots for remelting,
the applied alloy of Al-Re, 6063 alloys, Electric Wire Rod
of Al-Re Alloy, A 356 alloys, ZL 101 , ZL 102, A 380, 702A
etc more than 40 kinds of Cast Alloys and carbon products
used in electrolysis aluminium , of which "BTL brand
aluminium ingots for remelting is the top-quality product
of the state; anode paste is the top-quality product of CNNC;
the applied alloy of Al-Re is the new product certificated
by the state. In 1999, Baotou Aluminium Group obtained the
consent in the re-examination of the authentication of ISO9001
and the authentication of British NQA in2000, In 2001 it obtained
the consent in China National In and Out Border Examining
Quarantine lab Certificating Committee ISO/IEC17025, in 2002
it obtained China Quality Examining Quarantine General BureauISO10012
Measure System Certificate. Products are registered in the
exchange in London and Shanghai. The products of Baotou Aluminium
Group are sold across China and exported to Europe, America,
and Southeast Asia. In 2001 the volume of import and export
reaches 80 million dollars, bring in 48.47 million dollars.
It has become the first enterprise of getting profit.
On June 26th 2001 Baotou Aluminium
Stock Ltd Coporation started. At present stock on the market
is being prepared. It is estimated that enterprise stocks
will be on the market at the beginning of 2003. After that,
Baotou Aluminium will develop rapidly.
In the future, Baotou Aluminium
Group will become a large enterprise group with combining
aluminium and power and the largest developing and producing
base of Al alloys at home.
Investing
Environment
I. Water:
Baotou Demonstration Zone of National Living Environmental
Industry (Aluminium) is near the Yellow River. There is a
Dengkou water works with a capacity of 50,000 tons/day. It
is 2 km away from the zone. The entrance to getting water,
pipe facility, clarified potable water equipment is well equipped.
It supplies water directly to the enterprises in the zone
with the industry water.
II. Power:
Power resources are very rich in Baotou and the price of the
electricity is very low. There is a substation with 220KV,
three 110KV substations, power station for its own use is
being built.
III. Coal
The reserve capacity of coal is very rich in Baotou and surrounding
areas. It can provide the enterprises in the zone with high-quality
coal. It can offer energy guarantee for the development of
high energy consum enterprises.
IV. Gas
Erduosi City which is divided by a river from Baotou is rich
in gas resources. At present the gas pipe from Changqing to
Huhehaotein is on construction. The gas will be used in the
zone by September 2003. It can give high-quality fuel for
the zone.
V. Transportation:
1. Aviation.
Aviation develops very rapidly in baotou. It has a airport
of
4c grade , Boing 737 can land here. The zone is 10 km away
from the airport. It has the airlines from Baotou -- Beijing,
Baotou
--Wuhan-Guangzhou, Baoto-Taiyuan-Xian, Baotou-Shanghai. It
covers South China, Northwest China, East China, the middle
China, South China, forming perfect air lines transportation

2. Highway.
The transportation is very convenient in the zone. The high-
way leads to all parts of China. There are the freeway from
Baotou to Beijing and Baotou to Lanzhou. Baotu to Taiyuan,
Baotou to Xian three advanced highways.
3. Railway:
Railway transportation is very convenient. Bao Aluminium
Group has a special railway which is connected with the railway
between Baotou and Beijing. There is a small type rail in
the zone. It can meet the need of transporting goods. The
zone is 10 km away from Baotou East station. It has opened
the passengers and goods transportation to Northeast, Northwest,
South China, Southwest and containerized traffic from Baotou
to Tianjin.
VI. Other Service Facilities.
The service in the zone is well equipped. It mainly include:
a three-star Hotel for the international standard, the kindergarten,
primary school, middle school with good teaching environment
and excellent teaching quality, the hospital with advanced
equipment and many doctors skilled at the medical care. It

Preferential
Policies in the Zone
The enterprises set up in the
zone not only enjoy the preferential policies for Development
of Western Area issued by the State, but also enjoy the following
special preferential treatments.
I. Preferential taxes
Income tax: All the reserved portion of the local government
give the enterprise as a prize in five years.
Value added tax: Half of the reserved portion of the local
government give the enterprises in five years.
II. Preferential planning fees:
No local government membership fees, if the investment is
for the zone fundamental constructions; then the following
items are free of change; use of city government public facilities;
local land compensation charge; local land renting administration
fee; and local land title transfer fee
III. Preferential assignment of
land use right
Assigning rate for the land use right of the development
zone is 30,000- 50,000 yuan/mu RMB. The land to be assigned
reaches conditions of "Eight Accesses and One leveled"
ie. the accesses of road , power supple, communication, water
supply , water drainage, network, heating, gas and the ground
