the national agricultural science-and-technology zone of yu bei district of chong qing is one of the first batch of national agricultural technological zone which are approved to set up by the state ministry of science and technology and other 5 ministries, and it is also the '863' agricultural demonstrated zone, its predecessor is the first municipal modern agricultural developed zone and the agricultural scientific and technologic zone of chong qing.
　　the area of general planning of the zone is 13467 hectare, among them the core area is 1467 hectare which is divided into several areas according to its function: high new technological agricultural district, ecological agricultural district, exports (subsidiary farm product) processing district, town-ship enterprises' high newly technological district, non-harmful vegetable planting district and the demonstrated district of flower. the radiant zone is 12,000 hectare, including wang jia of yu bei, ancient road and other 16 towns. it is planning to set up within 9 years.
　　since 1997, the managing commission of the zone has planned and prepared with great care in accordance with the goal drew by the municipal government, so various works go with a swing. in the last 5 years, we have caught up with the modern agricultural development in zone' s construction, and have provided a typical model for our modern agriculture. (1) creating the new running system. at the demonstrated district of flowers in sha ping, we have established the 'four for one' running mechanism of government guidance, enterprise operation, middle-man participation, peasant benefit, and have solved the problem-'the difficulties of the agricultural structural readjustment, the slowness of the income increase of the peasants, also have explored a new developed road of the new agriculture and economy. (2) widening the outlet of taking in funds. we have set up the systems of the ' owner investment, finance guidance, finance favor, the funds raised by oneself' to absorb funds, and have put about 300,000,000 yuan into the construction of capital infrastructure, realizing the connection of water, electricity, gas, road, telecommunication, pollution drain, wired tv, rain. (3) having a marked effect in introducing business and taking in funds. we have introduced 134 items successfully, among them, agricultural items: 83 (planting items: 66, special feeding items: 4, farm and subsidiary product processing items: 4, the national high-new agricultural technology items: 9), school: 2 ( the southwest university of politics and law, the bilingual school attach to si chuan international study university), institute unit: 1, ecological residence building items:30, commercial and service items: 10, agricultural machinery items: 8. the introduced items covers 13,000 acres, and we plan to invest 6,800,000,000 yuan, so far, it has arrived more than 1,000,000,000 yuan. (4) a new step in creating zone by use of science and technology. it realized the agricultural industrialized produce in the area of 1.5 hectare in 1997, which was the first one in chong qing. we will set up the center of breeding good king of cow, the center of potato taking off poison, cauliflower oil processed center, red palm's production zone, the orange cultivating center, the processing zone of hot-pot's raw material of xiao tian e, non-harmful biological farm chemical product zone, the trading market of flowers and other high-new technological agricultural items which are abound to give a profound influence on the readjustment of agricultural structure of chong qing and the southwest region. at the same time, the operation of '863-306' intellectual agricultural demonstration adds economic benefit 120,250,000 yuan for the village.
　　near in the last 2 years, a lot of leaders and specialists from the state ministry of science and technology, finance ministry, agricultural ministry, agricultural institution of china, agricultural bank of china and other national agricultural science-and-technology zones went to our zone for inspection and direction, and all gave our zone a high evaluation. han de qian, the former vice-minister of science-and-technology ministry, said: the constructed direction of the zone is positive, stead and grand. cheng guang guo, the vice-mayor of the municipal government, said: the establishment of the zone will stand for the modern agriculture. the zone will become the first-rate agricultural scientific and technological zone.

二. introduction of environment

(一).natural environment
　　the zone lies in si chuan basin, with the characteristics of warm winter, coming early spring, short autumn, long summer. there, the early winter has much rain while the summer is very hot. rainy reasons are often very hot, with no frost, heavy wetness, weak wind, long drought, much frog, many clouds and little sunshine. the average climate of many years is about 17oc, and the average falling is 1150mm. the average of total amount of shining is 1229.3 hours. farm products are easily adapting to well growth. the soil physics and chemistry form is fine. the quality of fertilizers is quite high, eighty percent of soil is easily adapting to farming, most of soil is neutral.

(二).geography site and traffic conditions
　　the zone lies in yu bei district in chong qing, it belongs to main cities district of chong qing. to the south is the new district of north of chong qing. and it is next to chong qing exports processing district, to the north is yubei district. to the west is chong qing science-technology production zone. it is 3 kilometers far away from chong qing airport, 8 kilometers from downtown, 3 kilometers from chong qing container port of cun tan, and 3 kilometers from chong qing train arrangement stand. the national highway street212, 319/210 go through the zone, which make the zone traffic conveniently.

三. infrastructure
　　since development, the zone invest nearly 3 hundred million yuan for building infrastructure, which realized water, electricity, gas, road, telecommunication, wired tv, pollution drain, and rain drain.
　　1. water: the water supply quantity for 10,000m3 every day
　　2. electricity: electric capacity quantity for 25000 kilovolt ampere
　　3. gas: the gas provides tolerance as 120,000m3 every day
　　4. road: the main road of 26 meters wide and the arterial road of 15 meters wide are both the hardening cement surfaces
　　5. pollution drain: the polluted water treatment factory treats polluted water of 10 thousand tons everyday
　　6. telecommunication, wired tv or internet broadband were formed.

四.preferential policy
　　in order to encourage the investors to the zone, we formulate this preferential policy to invite investment on purpose.

(一). fields and ways
　　1. all the enterprises in agricultural high new technological items, agricultural production items, farm and subsudiary product processing items, agricultural scientific research items, biological project, finance, insurance, environment protection items and high grade residential program are encouraged to settle down in the zone.
　　2. the investors can invest the zone through the ways of equity inputs, cooperation, and exclusive investment.

(二). the use of land
　　1. the investors internal and abroad are encouraged to obtain the rights to land use through purchasing, leasing, administrative allocation, assets pricing and equity inputs according to laws.
　　2. the enterprises in high technology, high additional value items with the investment of over 50,000,000 yuan that can make a great contribution to the social economical development and the taxation can use the land at cost or even lower.
　　3. the enterprises in planting or breeding, farm product and serving items and use the land by leasing the village collective land.
　　4. the land purchasing foreign-invested enterprises shall be exempted from the site usage fees; the foreign-invested enterprises that have acquired the rights to use land through the administrative allocation will enjoy a 50% land use fee reduction. the enterprises in agriculture, forestry, husbandry, fishing, environment protection and infrastructures will be exempted from the site usage fees.
　　5. the exporting foreign-invested enterprises and technically advanced foreign-invested enterprises will be exempted from the site usage fees for the first three years starting from the operational year.

（三）. taxation fees
　　1. the native and foreign enterprises settled in the zone, if they are nation's encouraging industry and their hi-tech output value plus technical income or output value are up to 60% of the gross product of that year, their enterprise income tax will be imposed only 10% of the tax rate after ratified by responsible department. the nation's encouraging native enterprises refer to the enterprises prescribed in << the catalogue of the current nation's major encouraging industry, product and technology (2000 revision)>>, foreign enterprises refer to the enterprises prescribed in <<the guideline for the foreign investment>> and <<the dominant industry's goal of the central and western china's foreign investment>> whose industrial catalogue includes the main management business and they account for more than 70% of their gross income.
　　2. the manufacturing foreign-invested enterprises shall be exempted from the local income tax. the non-manufacturing foreign-invested enterprises with an operation period over 10 years and above, shall be exempted from local income tax for the first 2 years starting from the year of making profit; and will enjoy a 50% deduction from their corporate income tax from the 3rd year to the 5th year.
　　3. the technically advanced foreign-invested enterprises, upon expiration of the designated tax deduction period, will enjoy a 50% of corporate income tax rate for another 3 years. but if it is lower than 10% after deduction, 10% will apply.
　　4. for the manufacturing exporting foreign- invested enterprises with its exporting value over 70% of its total produce in the current year, upon expiration of the designated tax deduction period, the corporate income tax rate will be reduced by 50%. if those that are lower than 10% corporate income tax, 10% corporate income tax will apply.
　　5. the productive large-and-medium-sized major programs and the tertiary industries like large-sized commercial circulation, financial insurance and so on, after levied by tax bureau in conformity with legal provisions, and according to its contribution and influence on our district's social economy and fiscal tax will be allocated certain development capital in five years from the day on which it's founded to help enterprises enlarge reproduction and to support the program construction and it's further development.
　　6. the income from technology transfer, technological development and relevant technical advice, technical service with companies and individuals will be free of business tax after ratified; the income of technical service from the transfer of technical achievement, technology training, technical advice, technical service, technical with scientific research institution and institutions of higher education will be temporally free of corporate income tax; if the annual net income that the enterprises get from technology transfer and relevant technical advice, technical service, technology training in the process of technical transfer is more than 300,000 yuan, it will be free of corporate income tax.

（四）. administration of business
　　1. the enterprises should be registered when are being set up. the enterprises with the long constructive period and complex formalities can first in row register, and can receive the licence in time after all related procedures are completed.
　　2. with the high new techniques fruit admission of, the costing figure of the high new techniques fruit can hit 55% of syndicate or enterprises reg. capital.
　　3. the registry charge of the new coming enterprises in high new technology, exports to the zone can be avoided or reduced according to the rule.
　　4. the mutually transferring and reorganization between the domestic and foreign assets that can be exempted from the registry charge is encouraged. the enterprises with core project and the reg. capital of above 2,000,000 dollars can use name itself according to its profession. the foreign-invested enterprises can rename the enterprises or keep them after they purchase the inside enterprises.

（五）. administrative utilities fees
　　1. when transacting the procedure, the administrative fee (excluding the charge of city construction) that is taken in by the district government alone can be preferential as follow: the enterprises with the investment of 10,000,000-50,000,000 yuan are only taken 75% of the administrative fee; and with the investment of 50,000,000-200,000,000 yuan, only 50% of that; while with the investment of over 200,000,000 yuan, only 50% of, and having a long expiration.
　　2. the city constructional charge of the manufacturing rooms in the manufacturing items is only 50%, and the commercial building of over 100,000m2 or residential district of over 100 acres, which charge is 75%; while the commercial building of over 200,000m2 or residential district of above 200 acres, which charge is 50%.
　　3. to the self-reliance enterprises and middle -man structure, the city construction charge can be reduced to 50% or paid slowly according to their nature, scale and effectiveness.

（六）. investigation and service
　　1. the investors shall be direct to the administrative serving hall of district government to transact the procedures on setting up, registry, fire fight, environmental protection, construction, property right and so on. the related department will give them help if the procedures need to be transacted by the municipal department.
　　2. the departments at all levels of the yubei district government and the commission will provide the one-stop service to the investors following the principles of timely, quality, fair. after being with some basic condition, the manufacturing projects can be put into production while the related procedures being perfected
　　3. all the problems of the enterprises are solved and coordinated exclusively by the related department organized by the leaders of the district.
　　4. the investors, the professional skilled persons, the managing persons will be treated fairly with the local people in assessment, population naturalization, child entering school and so on.

五.organization of zone
　　the developing zone establishes with the party and labour commission, the managing commission, the commission for inspecting discipline to which the party political office, the department of attracting funds and business, the settling service department, the department of planning construction, the trade union, the department of afforestation, the technological department, the bursary, the comprehensive governing office, the safeguarding department attach. moreover, the zone also set up the north agricultural development company of chong qing, and to which the mao xing building development company of chong qing, the ying peng constructing project company of chong qing attach.
