一、项目名称：植物源生物农药30%松脂酸钠水乳剂产业化项目
二、项目简介：植物源生物农药是生产绿色、有机果品的首选生物农药。30%松脂酸钠水乳剂是2002年经浙江省科学技术厅鉴定的项目（浙科鉴字[02]第321号），是浙江省新产品试剂计划项目（浙科发计[2002]283号），2003年浙江省科学技术厅、浙江省财政厅（浙科发计[2003]274号、浙财农字[2003]283号）下文的浙江省农业科技成果转化项目。
本药剂是提取多种天然植物活性成份进行科学配制。经试验表明对防治柑桔、苹果、茶叶、园林、林木的蚧壳虫效果显著，特别对防治老蚧壳虫胜过进口农药，目前已完成生产批文和农药登记证申办任务，完成了生产工艺流程的设计，并进行了批量生产。且在湖北、福建、江西等柑桔产区进行了试销，防治蚧壳虫效果显著，深受桔农的好评。
三、项目投资规模：年产3000吨，项目预算投资总额3100万元人民币，本项目已完成投资额800万元，需新增投资2300万元。其投资项目如下：
（1）生物反应器、储藏罐、灌装机、打包机、检测仪器等需200万元；
（2）生产厂房、仓库、办公用房等10000平方米，计1900万元；
（3）新增加流动资金200万元。
四、投资效益预测：目前柑桔、苹果、园林、林木等蚧壳虫危害严重，每年至少要防治1—2次，且目前以高毒有机磷农药为主，如速扑杀等，价格高，每吨达8万余元，本药剂为2万元左右，防治效果比速扑杀好。从使用倍数计算，本药剂的成本为防治蚧壳虫的农药中为最低的。
本药剂在防治蚧壳虫中，可取代和减少有机磷农药的使用，如速扑杀、乐斯本、氧乐果等。在冬季可取代或减少石流合剂、机油乳剂的使用。据预测，本项目投资后，三年内能收回投资资本，第四年就可取得丰厚的利润。本产品的投产，能满足林果生产绿色无公害、有机果品的需要。对维护生态安全，防止人类生存环境污染，维持人类社会可持续性发展起到应有的作用。

Name of the Project: Project of the industrialization of plant source biological pesticide 30% rosin sodium aqueous emulsion.
Project brief introduction: Plant source biological pesticide is the preferred one for manufacturing green and organic fruit. 30% rosin sodium aqueous emulsion is the project identificated by Zhejiang Technology Office in 2002(Zhe techonology [02]No.321),the Zhejiang new product reagent planned project(Zhe technology [2002]No.283). It is also the Zhejiang agricultural technology achievement transformation project specified by Zhejiang Technology Office and Zhejiang Financial Office. This medicament is scientifically made up with several natural plant activity elements. The test shows that it has obvious effect on preventing the scale insects of oranges,apples,tea,gardens and trees,especially its effect on prevension old scale insects is better than exported agricultural pesticide. At present it has finished the production official document,the agricultural pesticide license application and the production technological process. It has been manufactured in batches and places on trial sale to Hubei,Fujian,Jiangxi and so on. Its effect on prevent scale insects is obvious and it is well received by orange peasants.
Project scale and construction content:Production 3000 tons per year.The budget total investment amount of the project is 31 million yuan. So far 8 million yuan has been invested into it,and a new investment of 23 million yuan is needed. Its investment items are as follows:
(1) 2 million yuan for organism reactors,storage pots,bottle filling machines,packing machines,inspection apparatuses and so on.
(2) 19 million yuan for production workshops,storehouses, office accommodations and so on.
(3) 2 million yuan for newly-increased circulating funds.
Predicted total investment and predicted return of the project: Now the scale insect harm to oranges,apples,gardens and trees is very serious and it is controlled at least once or twice every year. At present,the main medicament is highly poisonous controrganic phosphor agricultural pesticides,for example quick killing. Its price is high,about 80 thousand yuan per ton. This medicament is about 20 thousand yuan and its controlling effect is better. Calculated from the use times,the cost of this medicament is the lowest among all the agricultural pesticides for controlling scale insects.
This medicament can replace and reduce the use of controrganic phosphor agricultural pesticides like quick killing and omethoate in the controlling of scale insects. In the winters it can replace or reduce the use of rock stream mixture and engine oil emulsion. According to the anticipation,after investment,this project will draw back all investment capitals in three years and can make good benefits in the forth year. The production of this product can meet the needs of producing green nuisancefree fruits and organic fruits. It will also play an important part in keeping ecology safety,preventing environment pollution and maintain the continuable development of the human society.

二、项目简介：聚四氟乙烯（PTFE）俗称塑料王，具有耐高低温；耐强酸、盐等特点。用PTFE拉伸法制成的微滤膜，热稳定性、化学稳定性非常好，但具有强疏水性。本项目是浙江省科技厅立项项目，开发研究的目的是通过对强疏水性PTFE微滤膜的特殊处理，使其具有良好的亲水性，从而降低膜污染，延长膜寿命和提高膜通量，使其适用面更广泛。
聚四氟乙烯亲水性微滤膜的特点：
1、表面过滤，无初滤期，过滤精度高，一次净化。
2、过滤阻力小，耗能低。
3、具有极好的化学稳定性，反冲压力低，次数少，时间短，使用寿命长。
聚四氟乙烯亲水性微滤膜的适用领域：
化工、医药、食品、水净化、轻纺、冶金、矿山、环保等领域。
三、项目投资规模：项目总投资：1000万元人民币。其中：1、固定资产投资800万元。其中：设备投资500万元（制膜设备：350万元、复膜成形设备100万元、其他辅助设备50万元），场地厂房投资300万元（厂房面积1000平方米左右）。2、经营流动资金投资200万元。项目建成后，生产规模可达2000—5000万元。
四、投资效益预测：目前PTFE亲水性微滤膜主要以成套设备或膜组件形式进口，以单纯膜材料进口的很少，售价也很高，一般在300—450元/m2（膜孔径的不同，价位也不同）左右，高精度产品则价格更高。本项目开发成功的PTFE亲水性微滤膜，售价可控制在150—200元/m2，比进口膜便宜一半以上；生产成本在100—150元/m2左右；本项目开发成功的PTFE亲水膜在取代进口膜方面具有很好的经济效益和社会效益。

Project brief introduction: Polytetrafluoroethylene(PTFE) is usually called plastic king,with the characteristics of high temperature resistance,strong acid and salt resistance. The micro filtration membrane is made by the PTFE stretching method. It has very good thermal stability and chemical stability,but has strong hydrophobicity. This project is a determination item of Zhejiang Technology Office. The purpose of developing and research is to make it have good hydrophily by the special disposal of the strong hydrophobicity PTFE micro filtration membrane. This can reduce the membrane pollution,prolong membrane service life and increase membrane flux to make its use range wider.
The characteristics of polytetrafluoroethylene hydrophily micro filtration membrane:
(1) Surface filtration,no first filtration period,high filtration precision,one-off purification
(2) Small filtration resistance,low dissipation of energy
(3) Excellent chemical stability,small recoil pressure,less times,short time and long service life
The application fields of polytetrafluoroethylene hydrophily micro filtration membrane: chemical industry medicine,food, water purification, light textile industry, metallurgy, mine, environmental protection and so on.
Project investment scale: total investment:10 million yuan RMB.
(1) Fixed capital investment 8 million yuan. Devices investment 5 million yuan( membrane-making devices:3.5 million yuan,compounded membrane forming devices 1 million yuan ,other assistant devices 500 thousand yuan). Workshop investment 3 million yuan (workshop area about 1000 square meters).
(2) Management circulating funds 2 million yuan. After the project is finished,its production size is 20-50 million yuan.
Predicted return of the project: Now PTFE hydrophily micro filtration membrane is mainly imported in the form of complete devices or membrane components. Less pure membrane meterials are imported and the price is very high,usually about 300-450 yuan/m2 (The prices are different for different membrane aperture diameters). The prices of high precision products are higher. PTFE hydrophily micro filtration membrane developed by this project can be sold at 150—200 yuan/m2,much cheaper than imported membranes. Its production cost is about 100—150 yuan/m2. This product has very good economic and social effect on replacing imported membranes.
